Official documents were written on paper, but after such things as the tax reports had been accounted for, the paper was no longer needed. Rather than throw it away, these used papers were collected for reuse as note paper by places like the scriptorium. Documents in the Shōsō-in often have official information on their obverse and totally unrelated information on their reverse.
